[*] Scope of Service:
(1) Vendor needs to provide 24-hour adult protective services.
- Implement and maintain an after-hours screening and answering service for the 24-Hour Adult Protective Services (APS) Hotline to receive reports of known or suspected abuse of elders and dependent adults.
- Furnish sufficient telephone and computer technology systems, which include a call centre system infrastructure that operates effectively and efficiently.
a. The telephone infrastructure will have the following:
i. Dedicated phone line(s) for after-hours screening and answering service for the
24-Hour APS Hotline;
ii. Capacity to answer at least two simultaneous phone calls without delay;
iii. An automated answering service if the phone lines are occupied; and
iv. Capacity to remain operational during a man-made or natural disaster.
- When answering the 24-Hour APS Hotline during after-hours, the selected vendor will inform any law enforcement callers that they are the after-hours answering service for the 24-Hour APS Hotline and inquire if law enforcement wants to speak to the APS after-hours social worker who is on duty.
- The selected vendor must be able to understand and recognize reported abuse allegations that indicate imminent risk or danger to an elder or dependent adult, which will require the selected vendor to contact the APS after-hours social worker.
- APS social workers, who are on after-hours call duty, will be available for 24/7 consultation when it is unclear whether an immediate response is required.
- The selected vendor will have access to a translation service or language line provided.
(2) All the questions must be submitted no later than October 31, 2023.
(3) Contract period will be for one year.
(4) A Pre-bid meeting will be held on October 24, 2023.
