Vendor needs to provide concerns hotline service.
- The current hotline process allows for parties to make reports either by a toll-free phone call, via a mobile-friendly QR code or online.  
- The hotline should allow for anonymous communication and follow-up with individuals making complaints.
- Provide a 24/7 staffed hotline number (preferably toll-free).
- Provide a web-based website that is accessible from common browsers such as Internet Explorer, Chrome and Firefox. The site should allow separate reporting for each of the 13 community colleges and the system office or state online.
- Allow for anonymous reporting via phone, internet, with mobile-friendly reporting.  
- Have a mechanism for communicating with anonymous parties and allow for the individual making the report to access the website or call the hotline to communicate additional information after the initial complaint or answer questions.
- Allow the individual making the complaint to attach documents to complaints made via the internet including Word, Excel and PDF documents, photos and recordings.
- Allow multiple users from the community college system to access the web-based management site and provide access limitations to certain types of reports, actions and locations.
- Provide tools for managing reports in a web-based platform including:
- Ability to download and print reports.
- Categorization of reports by type, location and status.
- Capture data including, but not limited to:
- Date of the incident.
- Place of the incident.
- Description of the incident.
- Persons involved in the incident.
- Contact information (if not anonymous).
