[*] Scope of Service:

(1) Vendor needs to provide community crisis response services for 911 behavioural health calls.
- The Vendor must provide service every Monday through Friday, from 2:00pm to 10:00pm (Service Hours), including national, state, and municipal holidays.
• Volume of Calls:
- The agency Department has identified certain types of 911 calls for service which would likely be dispatched to the crisis response service. Using a 3- month sample of calls from July – September, 2022, potentially eligible calls ranged from a low of 0 to a high of 19 during daily Service Hours, an average of 3.78 calls
per eight hour shift.
- It is recognized that the time taken in each call response is dependent on the circumstances of the call. Vendor must be available to answers calls as they come and identify a system of triage so that the most critical calls can be prioritized.
- The Vendor shall staff, train, deploy, and supervise a team to provide in-the-field response to certain types of emergency and non-emergency calls dispatched to the team.
- The Vendor will provide response to calls where a) a mental health issue, emotional disturbance, or a social service need is indicated, b) no imminent threat to human life or safety is indicated, except when the call indicates possible suicidality, and c) no weapon is indicated.
- This service is similar to, but distinct from a Mobile Crisis service. The Vendor will respond, as available, to calls at all levels of service, from psychiatric emergencies to behavioural and social needs, as dispatched.
- A specific 911 Dispatch protocol will be developed by Public Safety in consultation with HHS and the Vendor, and a dispatch protocol for non-emergency community reported concerns will be developed by HHS in consultation with the Vendor.
(2) Contract period will be for three years.
