[*] Scope of Service:

(1) Vendor needs to provide long distance and toll-free services.
- Additionally, non-ops entities will have the opportunity to enter into a separate agreement with the vendor for long-distance and toll-free services, at the sole discretion of each non-ops entity, and subject to the applicable procurement directives, policies and legal obligations of each such entity.
- The Ministry’s Telecommunications branch within ITS oversees province-wide telecommunications, network services, customer advocacy and fiscal management responsibilities on behalf
- There are approximately 1,400 Toll-Free numbers. Current approximate minutes generated for each of the services.
- All calls that originate and terminate in Ontario and that are routed over the DRaaS will be include.
- Equal Ease of Access provide direct distance dialling or direct dial long-distance services in which a call originator may, without operator assistance, call any other user outside their local calling area.
- This capability shall extend beyond provincial and national level service to support international direct dialling or international direct distance dialling
- Beginning in the calendar year 2023, the Ministry will begin migrating centrex and endpoints to Microsoft Teams or mobile devices. The migration is expected to be completed in 2026.
- Toll-Free service must comply with the North American Numbering Plan including interchangeable central office codes, interchangeable numbering plan areas, and dialing procedure changes.
- Toll-Free service must support Release Link Trunking capability to perform network side blind transfer capability that releases facilities, to the originally called party and connects facilities to the new called party.
- The Toll-Free service must be capable of providing recorded messages to inform callers of information such as office hours or alternate numbers to call, and emergency information.
- In case of an emergency situation as determined by the Ministry, the Ministry may require that Toll Free calls be re-routed. Within two hours of notification of the emergency situation by the Ministry the Toll-Free service shall re-route all calls that are currently routed to any one or multiple toll-free numbers to pre-planned alternate number(s) or announcements.
- The time of day at which the call terminates;
- the day of week on which the call terminates; and,
- the day of year (e.g., statutory holidays) on which the call terminates.
- The area code of the caller
- the exchange prefix code of the caller
- full 10-digit telephone number of the called party.
- Caller Interaction service must facilitate the network routing of calls based on the caller’s and speech interaction with messages and menu prompting which may route calls to appropriate locations and offer information to the caller.
- The Enhanced Toll-Free service must be capable of providing recorded messages to inform callers of information such as office hours or alternate numbers to call, and emergency information.
- The service shall permit the Ministry to record customized messages to be played to callers.
(2) Approximately volume will be:
- Long Distance services current approximate 4,272,000 minutes from fiscal 20/23  
- Toll-Free services current approximate 67,565,000 minutes from fiscal 20/23  
(3) The contract will be eight years.
