[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide breastfeeding hotline services.
a. Abandoned Call means a Call or other type of contact that is terminated by the person originating the contact before any conversation happens.
b. American Nursing Association (ANA) means Professional association of nurses which establishes ethical, practice, and policy for best care.
c. Android means a mobile operating system developed by Google.
d. Breastfeeding means the practice of feeding human milk to infant(s) on the average of at least once a day.
e. Call means contact with service recipients regardless of communication platform used.
f. Call Back Message means returned Calls made by the Contractor when inquiries are not answered immediately by a live person and Callers leave voice messages.
g. Callers means all service recipients regardless of communication platform used.
h. Certified Lactation Counselor (CLC) means an individual who has received training and competency verification in Breastfeeding and Lactation support and received a certification by the Academy of Lactation Policy and Practice, Inc. examiners.
i. Electronic Communications means any transfer of signs, signals, text, images, sounds, data, or intelligence of any nature transmitted in whole or part electronically to or from the service.
j. Full-time Equivalents (FTEs) means an employee’s scheduled hours divided by the employer’s hours for a full-time workweek.
k. Infant means a child from birth to 1 year old.
l. International Board-Certified Lactation Consultants (IBCLC) means individuals that have completed the requirements established by the International Board of Lactation Consultant Examiners (IBLCE).
m. International Board of Lactation Consultant Examiners (IBCLE) means an
independent, international certification body conferring credentials to individuals to
provide expert information about Breastfeeding and Lactation care, promote
changes that support Breastfeeding, and help reduce the risks of not Breastfeeding.
n. iOS- means a mobile operating system created and developed by Apple Inc.
o. Lactation means used interchangeably with Breastfeeding.
p. Operational Report means a state approved quarterly report detailing all Calls received and services provided.
q. Protected Health Information (PHI) means the term given to health data created, received, stored, or transmitted by HIPAA-covered entities and their business associates.
r. Quality Assurance means contact that occurs after the initial Call to assess satisfaction with Tennessee Breastfeeding Hotline service. A standard set of survey questions is asked during this contact and telephonic contact can be made by non-clinical surveyors.
- The Contractor shall maintain the statewide, toll-free dial-in telephone-based assistance program,
the Breastfeeding Hotline, to provide Callers with clinical Lactation support triage and general Breastfeeding information. Agency services include intake, assessment, brief intervention, and proactive counselling to assist Callers to meet or exceed their Lactation goals.
- The Contractor shall provide the agency services in English and in Spanish, with language line
service available for additional language options. A Telecommunication Communication Device for
the Deaf (TDD) line shall be available to provide services to the hearing impaired.
- The agency shall make available instantaneous communication with users through voice and also
any one or all of the following service options: video chat, instant messaging, and text
messaging through the use of an app or online application. App-based services will be provided
at a minimum for Android and iOS users.
- The agency shall be available to Callers on twenty-four (24) hours a day, seven (7) days a
week basis, including holidays.
- The Contractor shall provide integrated continuous Caller satisfaction surveys of service with parameters and methods mutually agreed upon by the Contractor and the State.
(2) A pre response conference will be held on November 7, 2022.
(3) All question must be submitted no later than November 15, 2022.
