[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide community crisis response to 911 behavioral health calls services
- The Vendor must provide service every day of the year, from 8:00am to 12:00am.
- The Vendor may propose a phased start-up plan for first staffing a single 8-hour service period and add the second service period not more than ninety days after service start.
- The city department of public safety has identified certain types of 911 calls for service which would likely be dispatched to the crisis response service.
- At least one staff member holding a current county license to provide mental health clinical care, such as a psychologist, psychiatrist, clinical social worker, licensed professional counsellor, shall be available on each shift to respond to calls in the field if needed and to support other program staff.
- At all times, program staff shall have or have available the capacity to communicate in languages commonly spoken in city, especially including English, Spanish and Arabic. This capacity is most desirable when provided directly by multi-lingual staff, but may be provided through a phone or app-based interpretation service.
- The Vendor will be available to respond to inquiries regarding specific calls.
- The Vendor must maintain the following minimum information about every call for service:
a) Date and time call received.
b) Date and time staff on-site.
c) Address visited.
d) Description of presenting issue and actions taken.
e) Resolution or result, specifically to include connection or referral to additional services.
f) When possible: name, address, date of birth, phone number and demographic information of person served.
(2) Approximate historic call volume had been for January 1, 2021 through July 31, 2022 5538 such calls were received for a mean of 9.6 calls per day.
(3) A pre-bid conference will be held on September 12, 2022.
(4) A contract period will be for three years.
