[B] Scope of Service:

(1) Vendor needs to provide 24 X 7 X 365 incoming crisis now program
- Crisis Now Program covering a 24/7 High Tech Call Center and a Facility Based Crisis Center
- High Tech 24/7 Crisis & Access Call Center:
- The County’s current 24/7 Access and Crisis Line vendor received about 10,000 calls in FY20-21, including calls from community members seeking general BH service information, but not willing to undergo a service need screening. Of all calls, about 50% were from callers requesting access to either, or both, mental health and substance use services; accounting for about 5,000 calls annually
- receive calls from the County’s 988 phone number in the future. As a result, once added to current crisis call volume of about 3,000, total crisis call volume could grow to 20,000 annually once calls to 988 and transferred 911 calls are included in the future
- Address both the community’s crisis and access needs and triage all calls based on the reported/assessed need of the caller.
- Have staff use various evidence-based interventions, such as Trauma-Informed Care and Zero Suicide. Further, staff will actively engage individuals at risk in a discussion about thoughts of suicide and experience of psychic pain.
- Support will include warm hand-offs via 3-way calls with the County or community providers based on identified service needs from the screening tools to ensure the client is connected to the appropriate party and can establish care.
- Crisis Receiving/Sobering Center:
- This is the front door for the facility, accepting individuals who self-refer or are brought in by crisis responders, law enforcement, or family who are in mental health crisis or substance-induced crisis, but who are not on a 5150/5585 hold. This facility operates 24 hours a day, 7 days a week, 365 days per year and operates under the “No Wrong Door” model, meaning that those in crisis are not turned away.
(2) A pre-proposal meeting will be held on July 14, 2022.
