[B] Scope of Service:
(1) Vendor needs to provide garden hotline service.
- Garden Hotline Program, a longstanding community-centered outreach and
education program related to sustainable landscaping practices, which includes waste
prevention, organics diversion and best uses in the landscape, water quality, and pesticide use
prevention.
- Phone and email customer response 6 days/week, and natural yard care outreach, education, and engagement
- Provide dedicated phone lines with call forwarding capability, computers with internet access, and a resource library to help answer the questions of callers from throughout agency.
- Provide staff to respond to phone, web chat, and email queries
- Make effective use of social media to deliver natural yard care education
- Provide continuous, reliable Garden Hotline customer service
- Annual target of 8,000+ public contacts via calls, e-mails, web chats, community events, and classes.
- Hotline educators will be trained in, and effectively use, the Language Line on-phone interpretation service
- Provide Hotline Educator service hours for phone, web chat and email queries by residents Monday through Saturday, 9:00 am to 5:00 pm
- Answer all calls live during operating hours except if staff are currently on the phone with other customers
- Answer calls from the Haz Waste Helpline regarding hazardous waste disposal options during Garden Hotline operating hours
- Use an outgoing messaging and recording system to collect after-hours phone calls and when educators are busy with other resident queries
- Outreach and education activities, including teaching classes and social media content creation, shall be conducted by consultant team members or community partners who are members of the focus community
- Provide data collection, database management, and reporting services in order to keep accurate program messages and complete all necessary program reports
- Maintain and update the questions-and-answers and other information and resources used for answering customer questions in wikis, databases and documents, and improve that information for understandability and accessibility by consultant staff
- Collect and track specific contact question subject matter
- Develop and implement communications, marketing, promotions and education tactics for the Garden Hotline program that effectively reaches media, racially ethnic and non-English communities, and general King County and Seattle audiences
- Prepare quarterly marketing and media plans
- Make effective use of social media to deliver Garden Hotline educational messaging and to drive users to engage with Garden Hotline services
- Traditional marketing outlets including the placement of articles or ads in ethnic media outlets.
(2) An Optional Pre-Submittal Conference will be held on July 7, 2022.
(3) All question must be submitted no later than July 12, 2022.
