[B] Scope of Service:

(1) Vendor needs to provide inmate telephone and calling service includes Medical beds and old Holding Cells.
- The inmates are not always placed in the jail management system prior to making calls at the Book In area.
- Deposits to inmate commissary are currently made through lobby/video visitation kiosks and through the Access Corrections website
- allows a call to be connected immediately prior to an account being set up. The called party must provide a credit card to connect a call. This allows inmates to contact someone that may be using a cell phone and cannot accept a collect call
- system must be capable of providing local, inter-LATA, intraLATA, and international telephone service to inmates.
- The system shall restrict incoming calls, allowing outgoing calls only
- system shall allow inmates to place free calls to numbers specified by the Sheriff’s Office. These free calls shall apply to local numbers only. All local calls made from Book In should be made available for free.
- Only automated call processing of collect and pre-paid intra-LATA, inter-LATA, interstate, and prepaid international calls will be allowed
- to traditional collect call service, the County requires that the proposer provide pre-pay options for called parties.
- The pre-pay calling option must allow friends and family members (Users) the ability to establish an account directly with the Proposer
- system shall put the inmate on hold and offer the called party the option to set up a prepaid account using a credit or debit card
- system shall provide an automated operator with friendly voice prompts that give information and instructions to both the inmate and the called party.
- system must be able to detect, alert and flag three-way calling. Detection of each three-way call attempt shall be flagged in the call detail record as a fraudulent call attempt.
(2) Approximately call volume will be 753,885 Completed Phone Calls.
