[B] Scope of Service:

Vendor needs to provide long distance and toll-free telephone service.
- The contractor must notify the state within 24 hours upon detection of fraudulent telephone calls.  The state agency contacts information to report fraudulent telephone calls will be provided to the contractor within 30 calendar days following notification from the state to proceed with contract services.  The State of Missouri shall bear no responsibility for fraudulent telephone calls.  Fraudulent telephone calls shall be the responsibility of the contractor.  The contractor shall provide assistance to the state in reviewing cases of unusual calling patterns.
- The contractor’s solution must allow for completion of International Calls. Pricing for International Calls shall be in accordance with the discount(s).
- The city and street addresses, in addition to the quantity of dedicated access facilities, shall be at the discretion of the state.  The state understands that the usage must justify the installation of the facility in order to request the service.  Standard measurements for traffic studies shall be used to justify the need for dedicated access facilities.  Measurements must indicate the requirement of a minimum of 12 channels of the 24 available from a standard T1, unless the contractor mutually agrees with the state to a reduced utilization in order to justify the installation of a dedicated access location.
- The contractor shall provide Long Distance Service (LD) for telephone calls originating from private state telephones identified as part of the State of Missouri in all Local Exchange Carrier (LEC) areas.  
- The contractor shall provide long distance and/or toll-free telecommunications services to state telephones, as identified in the Notice of Award issued by the Division of Purchasing, for the State of Missouri, Office of Administration, Information Technology Services Division (OA-ITSD) (herein after referred to as the state agency), unless otherwise specified.  
- The contractor shall perform all services in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency.
- In-bound toll-free telephone calls that terminate on the state’s business line;
- InterLATA, IntraLATA, Intra-State, Inter-State, and international call completion capabilities using the same assigned number;
- Voice grade traffic from the public switched network at no cost to the calling party; and
- Inbound international call capability;
