[B] Scope of Service:

Vendor needs to provide health savings account administration services for administering the Benefit Options Plan for all state agencies, universities, boards, and commissions.
- The Health Plan is self-funded for all eligible participants under Arizona Revised Statutes (A.R.S.) 38-651. All medical coverage uses the same pharmacy coverage. The State’s intent is to save participants and state agencies money by procuring a cost-efficient health plan that continues to provide a comprehensive scope of services.
- Third Party Administrators to administer its Health Savings Account (HSA) Program pursuant to Sections 105, 125, and 223 of the Internal Revenue Code.
- There are approximately 65,480 employees eligible to participate in the Health Plan. Currently, there are 3,983 employees participating in the HDHP with HSA Health Plan.
- The plan year for participant coverage administered by the State begins January 1 through December 31, with open enrollment period typically scheduled during the months of October and November. Contractor who is awarded this Solicitation will begin implementation of their services immediately following award in preparation with a targeted “go live” date of January 1, 2021. Services under the awarded contract are renewed annually for a maximum of five (5) complete plan years.
- All eligibility is determined by ADOA, pursuant to A.R.S., 38-651, 38-651.01, 38-782, and the Arizona Administrative Code (A.A.C.) R2-6-301. Eligibility shall also conform to federal regulations, including 26 U.S. Code 125, the Internal Revenue Code of 1986, the Patient Protection and Affordable Care Act (PPACA), the Consolidated Omnibus Budget Reconciliation Act (COBRA), the Family Medical Leave Act (FMLA), Medicare, Medicaid, and the Uniformed Services Employment and Reemployment Rights Act (USERRA). ADOA shall be the final authority in deciding eligibility of participants.
- Contractor shall check the eligibility of participants against the eligibility files that will be supplied electronically by ADOA before authorizing benefits. ADOA shall provide Contractor with a bi-weekly eligibility file in an electronic format. ADOA may determine it is beneficial to change the format in the future and reserves the right to do so at no charge to ADOA.
- Contractor assigns to State any claim for overcharges resulting from antitrust violations to the extent that those violations concern materials or services supplied by third parties to Contractor toward fulfilment of the Contract.
