[B] Scope of Service:

(1) Vendor needs to provide secure, web-based, vendor-hosted and vendor-operated text and voice messaging service designed to provide reliable automated messages as appointment reminders, notifications of clinic closures, federal shutdown notices, and nutrition and breastfeeding messaging to participants of the women infants and children program to the government authority located in Cheyenne, WY.
- This communication strategy will:
 - Record statistical information,
 - Support outreach efforts,
 - Increase show rates, and
 - Improve customer service by giving local agency staff more time to spend with participants versus making reminder phone calls.
- Conduct a web conference implementation meeting to collect data associated with text messages and voice messages and determine the requirements from the interface file.
- Provide an existing internet-based messaging service with no need for the department to purchase and maintain equipment, phone lines, mobile phone plans or to manually intervene in the automated process on a daily basis.
- Send customized SMS text message reminders of upcoming and missed appointments to mobile phones based on the details in the daily file in English or Spanish.
- Place voice call reminders with customized messages for upcoming and missed appointments for land line phone numbers in English or Spanish.
- Place voice call reminders with customized messages for upcoming and missed appointments for land line phone numbers in English or Spanish.
- Send broadcast SMS text messages upon request at the state-wide, local agency and clinic levels.
- Maintain a portal for authorized users to create and manage messages.
- Provide local agency administrators and state staff login information to the contractor’s portal and provide training regarding how to retrieve reports and information.
- Provide participants with a method to remove their phone number from text message or phone call lists. Requests shall be accepted either via text message, toll free number, website, or pressing a key after listening to an outgoing message.
- The Contractor shall text identified participants by default. A phone call shall be delivered to participants that only have land lines and to those participants that had undelivered texts.
(2) All questions must be submitted no later than July 17, 2019.
