[B] Scope of Service:

(1) Vendor needs to provide web application development services to build a public facing web-based portal including web portal creates a new public space that serves as a destination for all stakeholders. The portal adds the balance of the city’s transactional offerings as well as provides a seamless experience for the public to acquire new information and interact with other community members. Public access pages of the portal will be the civic space that fosters engagement and will provide the initial experience for all visitors, whether they arrive from the mobile app, general search or are linked from articles posted on social media. With the goal to create a relationship
between the city and the user, the portal will reflect the city’s branded persona, have refreshed content, and link specific audiences to customized transaction portals and communication channels. Users can create a profile to sign in to have a customized experience based on their interactions with the city. Users should be able to access historical transactions, monitor 311 requests, enroll in campaigns and maintain their personal profile information. The portal will exist in conjunction with the existing Civicplus web site and reference that site in searches. Listed below are the major use case requirements and process flows for the portal. Each of the major activities, Apply For, Find, Pay For, etc... should lead the users through a cascading series of drop-down selections or interrogatory type prompts and informational pages to drill down to the exact process, search or action the user
wishes to take. For example, there is a drop-down box labelled “I want to” the portal user may click the “Apply For” item in the “I want to” drop down list, another drop down list would populate the with selections related to “Apply For”, the user could then click “Business License” A web page would open describing the different types of licenses issued by the city and the requirements for each type. The user may then select a particular license type that would lead them to the application form to be completed and allow them to upload the required documentation. The user and city staff would be able to securely interact with the required documentation and with each other with the goal of completing the transaction. Payments, when applicable, would also connect in this experience. The scope of this development project will, at a minimum, include the following major activities and process flows. Others may be identified during the course of the project and be added to the portal.
1. Apply For – portal users will be able to submit applications as required by the city. The application forms themselves may be resident forms on the portal server or served from different forms portals used by the city for specific activities. Most forms are served from the Laserfiche Forms server maintained by the city. Most applications will create a record in its related Salesforce object. A PDF of the form and any required attachments will be saved in the Box cloud in a folder related to the Salesforce record.
