[B] Scope of Service:

(1) Vendor needs to provide visual communication service to consult, plan, design, layout, and produce materials for marketing, public relations and advertising campaign.
- The contractor’s responsibilities will include art direction, concept development, and copywriting. Services also include but are not limited to creative design, digital and printed graphics and illustrations, video and video editing, and photography for web, social media, electronic and printed materials.
- Graphic Design and Copywriting Services
1. Develop professional, clean, and compelling layout, content and final artwork for print and digital collateral, including brochures, reports, blog posts, renderings, fact sheets, presentations, banners and retractables, maps, advertisements, illustrations, infographics, signage, templates, flyers, mailers and other visual formats.
2. Create content for the website as well as ability to design and develop new websites for marketing campaigns and projects.
3. Design creative content and development for various electronic formats including mobile devices, applications, electronic signage and social media. The firm should be able to use responsive design with the latest technologies to provide consistent user interface across all devices, including App development both Android and iOS.
4. The ability to build forms for digital platforms (contact us, event registration, etc.).
5. Create artwork for t-shirts, water bottles, buttons and other promotional items.
6. Ability to develop original copy (text), copywriting and editing.
- Creative Direction
1. Develop ideas for communicating complex concepts for all materials and marketing, public relations and advertising campaigns.
2. Develop ideas and plan advertising, marketing, and communications campaigns as needed such as advertising art direction, and identifying the most effective media platforms to reach target audiences.
3. Consultation on ideas the staff pitches to the firm.
- Photography
1. Attend, direct and plan photoshoots as needed.
2. Edit and manipulate photos, artwork, images already owned.
3. Purchase stock photography on as needed.
- Videography
Produce videos for promotion of public transit. Video production shall include, at a minimum, recording audio and video, script and story board development, editing, creating motion graphics, providing closed captioning, final production and live streaming. The final product should be provided in various formats such as but not limited to high quality SD, HD, and 4K.
- Creative Production and Media Time
1. Ability to print and produce agreed upon creative products to finished form.
2. Ability to provide all native art files of projects done.
3. Ability to plan and buy media including media negotiations, client meetings, phone calls and correspondence related to specific media plans and buys.
(2) All questions must be submitted no later than June 11, 2019.
(3) A pre-proposal conference will be held on June 4, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
