[B] Scope of Service:

Vendor needs to provide 24 X 7 mental health counselling and referral services to include clients’ calls will be answered or will receive an on-hold message after 3 rings, telephone technology will have a queuing system that puts clients on hold when no service agents are available, telephone technology will capture telephone numbers (caller ID) of callers and store this information separately from other personal information collected from the caller, toll-free telephone number and data collected from and about callers will be owned by the province.
- Contractor will be responsible for contacting post-secondary institutions and regional health
authorities to educate these organizations about the 24/7 counselling and referral service, contractor will work with the province to use existing networks to reach post-secondary institutions and health authorities, contractor will make presentations about the service to the organizations identified above and provide them with posters.
- A similar service offered in Ontario (established in 2013) saw approximately 25,000 calls in 2017, with about 1600-2600 calls a month. B.C. has approximately one-third of the full-time equivalent post-secondary student population of Ontario.
