[B] Scope of Service:

(1) Vendor needs to provide tobacco cessation quitline to provide services for the operation of a state-wide tobacco use cessation telephone Quitline and online cessation program.
- The Quitline and online program will provide comprehensive follow-up counselling support for citizens who are ready to quit or are contemplating a cessation attempt
- The Contractor will provide tobacco cessation telephone counselling services to tobacco users, family and friends of tobacco users, healthcare providers, and the public at no charge to the caller. A web component will also be provided at no charge to the participant. The Contractor needs to be able to include the use of new technologies and best practices as they emerge in the evidence-based scientific community
- Initial intake calls must use a consistent, systematic and research-based protocol. Services will include but not be limited to:
- Screen all callers and provide general information to callers as requested
- Send evidence-based self-help materials
- Provide information to family or friends calling on behalf of a tobacco user
- Provide assistance to physicians/clinicians calling for information
- Provide information on Nicotine Replacement Therapy (NRT) and prescription medications
- Assess tobacco usage and readiness to quit
- Use Minimum Data Set (MDS) intake questions based on North American Quitline Consortium’s (NAQC) requirements
- Custom intake questions per TUPP’s request
- Schedule follow-up behavioral counselling telephone calls to those ready to quit within the next thirty days.
- Enroll callers in text messaging support for those desiring this service
- Provide web-based services with an online registration portal which should include additional services of text messaging, e-mail support, materials only, and/or NRT0
(2) All question must be submitted no later than May 09, 2019.
(3) Contract period will be for two years.
