[B] Scope of Service:

(1) Vendor needs to provide tobacco cessation telephone counseling services to tobacco users, family and friends of tobacco users, healthcare providers, and the general public at no charge to the caller.
- Initial intake calls must use a consistent, systematic and research-based protocol. services will include but not be limited to screen all callers and provide general information to callers as requested, send evidence-based self-help materials, provide information to family or friends calling on behalf of a tobacco user, provide assistance to physicians calling for information, schedule follow-up behavioral counseling telephone calls to those ready to quit within the next thirty days etc.
- The Quit Line provider will maintain personnel, facilities, and equipment necessary to provide a toll-free telephone tobacco quit line service.
- The system must have the capacity to handle multiple, simultaneous in-coming and out-going calls.
- It is anticipated that Quit Line services volume could average Phone counseling approx. 250/month, Spanish phone counseling approx. 10/month, Fax and online referrals approx. 150/month, Web counseling approx. 80/month, Individual services of text, e-mail, materials approx. 200/month.
- The staffing plan shall provide live call response by trained behavioral health specialists to individuals seeking cessation support.
(2) A 24 hour a day, 7 days a week live response is preferred, but minimum requirement would be to provide live response seven days a week for at least 119 hours per week, 6:00 a.m. to 11:00 p.m. Monday through Sunday.
(3) A contract term will be for five years.
